Worship
Continuing on the theme of public worship, Paul gives specific instructions to men and women. To the men, he says they need to spend time praying, especially for political leaders. To the women, he instructs them to dress modestly and to not cause disturbances.
Focusing on worship, rather than gender debates, Paul is probably concerned that the men to whom he is writing are using public worship as a time to enter political debates, rather than praying. The women are probably behaving in ways that draw attention to themselves, rather than learning what God has to say to them. Clearly, both men and women would benefit from all of these instructions.
